Is it right for my doctor to do this?

my mom got me a new doctor and he asked if im sexually active..im 18 im a virgin and i want birth control to help regulate my periods and stuff..i told him no im not and he said "oh well with those looks it wont be long" he wants me to get a pap smear..but everyone else says i shouldnt have to do that until i have sex because the tools they use can take away my virginity and be extremely painful for virgins..is it right for my doctor to refuse giving me birth control till i get one? is what he said and did wrong in anyway..i feel like it is..but need opinions..please and thankyou
